Free, CC BY-NC-SA toolkit with seven principles, sample guidance and role-based roadmaps to help education authorities write AI policy; no published evaluation of adoption or outcomes.
TeachAI is an initiative led by Code.org, ETS, ISTE, Khan Academy and the World Economic Forum and advised by more than 100 organisations, governments and individuals. Its AI Guidance for Schools Toolkit, first released in 2023 and updated in 2025, helps education authorities, school leaders and teachers write guidance for AI in primary and secondary education.
The toolkit is organised around seven principles for AI guidance and includes a vision framework, sample guidance language, considerations for reviewing existing policies, a customisable presentation, sample letters and student agreements for parents, staff and students, and role-based roadmaps for district and school administrators, teachers and system leaders. The 2025 edition covers predictive, generative and agentic AI and is licensed CC BY-NC-SA 4.0, so authorities can adapt it freely.
It responds to a documented guidance gap: UNESCO found only 7% of school systems had issued guidance, and RAND reported 18% of US principals said their school or district had provided AI use guidance (13% in high-poverty schools vs 25% in more affluent ones). As of April 2025, 26 US states had issued AI guidance.
Caveat: the sources reviewed publish no data on how many authorities adopted the toolkit and no evaluation of whether guidance built on it changes classroom practice or student outcomes.
