Vietnam's Digital Community Technology Teams (Tổ Công Nghệ Số Cộng Đồng), launched in 2022 under the Ministry of Information and Communications' National Digital Transformation Programme (Decision 411/QĐ-TTg), mobilise government staff and volunteers into teams covering every ward/commune to deliver door-to-door digital-literacy support to rural, ethnic-minority, elderly and low-literacy populations across all 63 provinces.
Results
By early 2025 the programme reported over 200,000 people trained in the pilot rollout, with some communes reporting one-third to one-half of residents reaching basic proficiency in key online public services; a separate ASEAN Digital Literacy Programme trained 224 master trainers (Aug 2022-Feb 2023), and a 2025 national e-learning platform added 3,000+ free courses with capacity for 400,000 simultaneous users.
