Vietnam's Nationwide Virtual Assistant Guides 1.5 Million Officials Through a Two-Tier Government Overhaul

On 1 July 2025, Vietnam abolished its district-level administrative tier, pushing responsibilities down to a restructured commune and ward level and leaving many of the country's roughly 1.5 million officials uncertain which duties now fell under their authority.
To address this, the National Digital Transformation Agency and the Ministry of Science and Technology directed Viettel AI to build a "Tro ly ao can bo, cong chuc" (Virtual Assistant for Officials and Civil Servants), officially introduced on 14 June 2025 at a nationwide training conference attended online by close to 1.5 million officials. Rather than returning search-engine-style result lists, the assistant answers plain-language questions about jurisdiction and procedure with a direct answer and the specific legal citation, covering 2,700 distinct tasks drawn from 28 decrees across 19 policy fields.
Vietnamese state and legal media (Phap Luat TP.HCM, VietNamNet) confirm the launch scale and functional scope, but none of the available reporting discloses independent usage statistics, error rates, or a formal evaluation of the assistant's answer accuracy since launch, so its real-world productivity impact remains unverified beyond the initial rollout figures.
