Context

The Vilnius Green Wave ('Zalioji Vilniaus banga') initiative is a Vilnius City Municipality programme launched in 2021, run with residents, schools and businesses and recognised by the European Commission's Green City Accord as a good practice, with the municipality citing roughly EUR 2 million allocated annually.

Activities

The municipality's original launch goal was ambitious -- 100,000 trees, 10 million shrubs and 300,000 climbing vines.

Results

The EU Green City Accord's own good-practice page reports that by 2022 the programme had delivered 36,000 trees, 78,000 shrubs and 3,000 vines/creepers, plus 8,200 climbing plants distributed to schools and kindergartens, and a 1,000 m2 pilot green roof at the Lazdynai swimming pool. Independent municipal data shows a longer growth trend in tree planting, from 380 trees a year in 2012-2015 to 3,405 in 2019, and city green zones (parks, forests and other green land) now covering 46% of the municipality's total area. In a recent autumn planting round the city added 723 more trees, around 14,000 shrubs and over 74,000 flower bulbs.

Conclusions

The delivered totals fall far short of the original targets -- 78,000 of 10 million shrubs and 3,000 of 300,000 vines -- which the EU's own good-practice write-up frames candidly, flagging difficulty balancing innovation with established urban practice, an unresolved long-term maintenance model after planting, and regulatory barriers to greening non-standard urban spaces. The original shrub and vine targets may themselves have been unrealistic aspirational figures rather than a costed delivery plan.
