Vienna permitted generative AI in its administration in 2023 and relaunched its in-house platform as WienKI in 2025. The city reports 2,500 active users and 104,062 chats among ~70,000 staff; no outcome evaluation has been published.
In 2023 the City of Vienna authorised the use of generative AI in its administration and published a staff guideline, the KI-Kompass. It requires humans to remain responsible for AI-generated content, sensitive and personal data to be handled lawfully, and AI-generated content to be labelled before publication (Wien ORF, 24 Jan 2024).
In 2025 the city relaunched its first internal chatbot (MeinChatGPT) as WienKI, a platform running on city-controlled infrastructure (Red Hat OpenShift) that offers several language models (Azure OpenAI plus open-source models such as Llama and Mistral), image generation and analysis, and document upload with department knowledge bases.
Adoption is supported by a staff community, KITT (AI tips & tricks): monthly update sessions, prompt-training workshops and on-site department workshops, with about 100 average online participants per session.
Reported usage (Wien Digital Leistungsbericht 2025): 2,500 active users, 104,062 chats, 292 million tokens, 100,010 generated images and 14,238 uploaded documents. Against a workforce of roughly 70,000, this is about 3-4% active uptake. The European Commission's Public Sector Tech Watch page describes the platform as serving 50+ departments and cites larger knowledge-base figures (2,000+ databases, 14,000+ documents) than the city's own report (927 knowledge-base documents), so figures differ by source and date.
WienKI won the Public Sector Tech Watch Best Cases Award (G2G category) and placed in Red Hat's 2025 Innovation Awards. These are recognition signals, not evaluations: no published study measures time saved, quality or error rates, and fairness or accuracy testing is not documented. Lesson: governance-first rollout plus a peer community can build a safe internal tool, but uptake and benefit still need to be measured.
