Context

The Women's Political Network (WPN) was established in Montenegro in November 2017, funded by the EU (IPA 2010) and implemented by UNDP with the Ministry of Human and Minority Rights, bringing together women from 16 political parties in joint advocacy for gender equality in political life.

Activities

WPN pushed for a 40% electoral quota and a one-in-three-candidates rule, contributed to a Criminal Code amendment aligning the definition of rape with the Istanbul Convention, and supported six municipalities in allocating a combined EUR 120,000 to women's entrepreneurship initiatives.

Results

Over WPN's 2017-2021 Strategic Plan period, women's representation in Montenegro's national parliament rose from 11% to 24%, and in local parliaments from 8% to 26%; independent training evaluations cited by EIGE rated WPN's work at 100% satisfaction and responsiveness.

Conclusions

As of UNDP's most recent update, the full 40% electoral quota remained a legislative proposal rather than enacted law.
