What works in Sudan

The evidence shows three distinct interventions in Sudan with mixed outcomes. Can't Wait to Learn's digital tablet-based learning achieved substantial gains for out-of-school children, with reading scores improving 2.7 times and maths scores nearly twice as much as government alternatives among 221 children, though a peer-reviewed study also found a statistically significant negative effect on self-esteem. A women's political candidate identification initiative successfully identified 1,070 potential women candidates across 110 locations in six weeks to help fill a mandated 40% legislative quota, but the institutional outcome was never realized due to political collapse and civil war. These cases illustrate both successful programme implementation in a conflict-affected setting and the limits of preparatory work when political institutions fail to materialize.
