Description

Jakarta Kini (JAKI) is the government of DKI Jakarta's citizen-services super-app. Its "Lapor Warga" feature lets residents geotag and report urban problems — illegal parking, damaged public facilities and similar issues — directly to the responsible city agency.

In April 2026, a team from the Public Facilities and Maintenance Agency (PPSU) in the Kalisari sub-district of East Jakarta responded to a resident's repeated complaint about illegally parked cars with two photos meant to show the street had been cleared. A resident using the handle @Seinsh noticed that the "after" photo appeared to have been digitally altered or AI-generated: background elements, including identically positioned motorcyclists, were unchanged between the "before" and supposedly cleared "after" images, exposing the resolution as fabricated.

Once the manipulation went viral on social media, Jakarta's governor called for an investigation by the Jakarta Inspectorate and publicly emphasised "transparency and honesty in all official matters." The head of the Kalisari sub-district was suspended, two further sub-district officials faced disciplinary action, and three PPSU field officers were sanctioned. The Jakarta Regional Secretary then issued a circular letter explicitly prohibiting the use of AI-generated images as evidence when closing out citizen complaints on JAKI.

This case is logged as an honest, cautionary governance example rather than a success story. It documents a real instance of citizen-facing AI misuse inside an otherwise legitimate and widely used complaint-management platform — JAKI's broader ecosystem also includes AI-assisted flood-monitoring and traffic-management tools, unaffected by this incident — alongside a concrete institutional response (investigation, discipline, and a citywide policy ban) that other city governments running similar complaint platforms can learn from.
