Combined, these extend effective 311 coverage to 24/7 without adding staffed shifts.
The announcement did not disclose call volumes, message open rates, resolution rates or cost figures, and no independent evaluation has been published as of mid-2026. The Department frames the pilot as a first phase and a template other PR agencies could replicate, alongside parallel modernisation steps (expanded apostille services, prepaid-internet access points). As a first-phase, self-announced pilot without measured outcomes, this is best read as an early, verifiable deployment rather than a proven-impact case.
