Context

In September 2020, Amsterdam and Helsinki became the first city governments in the world to publish open algorithm registers. Each entry names the department responsible for the system, the data it uses, the role of human oversight, and how it was assessed for bias or risk, alongside a channel for residents to give feedback on a specific algorithm.

Activities

By 2026, Amsterdam's register lists roughly 60 algorithms and AI systems, about 24 of them flagged 'high-impact', covering uses such as automated parking-violation detection, prioritisation of illegal-holiday-rental investigations, and the ChatAmsterdam generative-AI assistant. The city's register has been folded into the Netherlands' mandatory national algorithm register, algoritmes.overheid.nl, giving it a statutory basis beyond the original voluntary pilot.

Results

The Amsterdam-Helsinki format has been cited internationally, including by the OECD's AI policy observatory, as a template other cities have adopted.

Conclusions

A peer-reviewed 2021 analysis, 'Dutch Comfort: The Limits of AI Governance Through Municipal Registers,' found that despite the visibility the registers provide, they carry no independent enforcement mechanism or audit of the entries' accuracy, and argued that transparency alone does not substitute for a public decision on whether an algorithm should be deployed at all.
