Between September 2024 and July 2025, Czech AI company HypeDigitaly deployed AI chatbots on the official websites of five Czech regional and municipal governments: Ústecký, Vysočina and Královéhradecký regions, and the cities of Teplice and Litoměřice.
To let large-language-model chatbots answer citizen queries about administrative procedures, transport schedules, official contacts and subsidies 24/7 without additional staffing.
A performance study covering January-July 2025 measured usage, savings and satisfaction across the five deployments.
The study recorded 35,095 AI-handled responses, saving an estimated 8,774 staff hours. Total investment was 905,000 CZK (~€37,000) against measured savings of 1,754,750 CZK (~€72,000), an average ROI of 102.1% with payback periods of 1.8 to 5.2 months; Teplice achieved the highest ROI at 240% (1.8-month payback). User satisfaction averaged 4.57/5.0 with an abuse rate below 4.2%. The most common query categories were administrative matters (24.3%), transport and schedules (17.7%), and official contacts (13.7%).
The Ústecký Region confirmed the deployment officially, and Czech public broadcaster iROZHLAS reported independently on the widening adoption of AI chatbots across Czech local governments in November 2025.
