Since 2018, Andorra Business - the Andorran government's economic-promotion agency - has run the 'Creix Andorra' subsidy line for small and medium companies, covering up to 80% of eligible project costs and capped around EUR 6,000 per company. Cumulatively, over 300 companies have received grants totalling more than EUR 1.3 million, with the 2026 edition budgeted at EUR 180,000 (roughly +30% on 2025).
In June 2026 the agency launched a separate, much larger EUR 2 million call - described as the largest public investment of its kind Andorra has made - split into two EUR 1 million streams: one for local R&D projects, one specifically to attract foreign high-value-added companies into sectors including health, biotech, sport, sustainable construction, audiovisual/digital entertainment and digital technology. It sits within the government's National Innovation and Economic Diversification Plan, alongside a separately reported EUR 5 million innovation commitment in Andorra's 2026 national budget and a stated 10-year diversification target.
Honest caveat: this is a very young programme. Independent reporting found only around 10 companies had expressed interest by the time applications opened, and - being a 2026 call with a September 2026 deadline - there is no outcome data yet on jobs created, revenue generated or firms actually relocated. The 2023 pilot round for the R&D stream funded just five local projects (health, drone and sensor technology) with grants of EUR 60,000-300,000, giving a realistic sense of near-term scale.
For a country of roughly 80,000 people betting on innovation-led diversification away from banking and tourism, the multi-actor governance (Andorra Business, Andorra Recerca i Innovacio and external evaluators) and rising, publicly committed budgets are a genuine signal of political durability, even though it is far too early to credit the scheme with economic results.
