Context

On 1 February 2023, Armenia's Corruption Prevention Commission launched the Electronic Platform for Declarations (EPD) of assets, incomes, expenditures and interests, funded by the World Bank and built by Synergy on its IDM platform, auto-populating fields from state revenue, cadastral, civil and police registries.

Results

Per the vendor's case-study figures, the platform registered 31,579 users, created 41,309 official profiles, and processed 12,976 annual declarations for 2022. CPC Chair Haykuhi Harutyunyan said AI is enhancing the Commission's ability to scrutinise declarations and detect potential fraud, with the Council of Europe providing technical support to CPC staff on verification and analysis.

Conclusions

The Commission deliberately keeps AI flagging decisions non-public to protect review integrity, which also limits independent scrutiny. Public reporting describes the AI capability qualitatively without publishing quantified detection rates, false-positive rates, or case outcomes attributable specifically to the AI layer.
