Context

Iraq's General Customs Authority partnered with UNCTAD to deploy ASYCUDA World, whose newest generation adds AI/machine-learning risk-scoring to the platform's long-standing selectivity module, automatically routing shipments into green/yellow/red inspection channels.

Activities

Piloted at Baghdad International Airport from October 2023, expanded through Iraq's largest customs offices in 2024, and made mandatory nationwide (paper declarations suspended) from 1 January 2025.

Results

UNCTAD reported customs revenue rose 128% between 2023 and 2024, with Baghdad International Airport revenue up more than 215% (Jan-May 2024 vs. 2023) and import transactions up 120%. Iraq's Customs Authority separately reported federal customs revenue rising 106% in 2024 after a 28% rise in 2023.

Conclusions

The rollout also drew a documented backlash: roughly 76,000 containers were left uncollected at ports after traders balked at stricter, less-negotiable fee assessments, and neither UNCTAD nor the Customs Authority has published the risk-scoring criteria, an audit trail, or an appeals process.
