Description

The Municipality of Athens, drawing on roughly €10 million (2023–2025) from its own budget plus EU co-financing (ASCEND/NetZeroCities, ICLEI), has rolled out more than ten urban-cooling interventions since 2021: microforests, cooling gardens, cool pavements, shading structures and misting systems, concentrated in dense, low-canopy neighbourhoods as part of the city's Resilience Strategy and Heat Action Plan.

Over roughly 2024–2025 the city planted nearly 7,500 new trees in 18 months, almost double its planting rate of the previous four years. Site-level monitoring reported surface-temperature reductions from about 60°C to 30°C under new tree shade at Argentinis Dimokratias Square, 4–6°C reductions from cool materials and shading at Agia Irini Square, a drop from 60°C to 37–40°C at the Ano Kypseli microforest, and a 4°C reduction in perceived temperature at the Serafio cooling garden during the July 2025 heatwave.

A 2026 peer-reviewed computational-fluid-dynamics study (Kokkinakis & Drikakis, Physics of Fluids) modelling an Athens-area greening project, run with matched before/after scenarios under identical weather, found the intervention cooled air by about 1°C on the hottest days and that the effect propagated several kilometres downwind — independent confirmation that the city's greening approach has a real, non-trivial microclimate effect beyond the immediate planted footprint.

The municipality's own reporting names its main constraints candidly: retrofitting greenery into dense historic districts with little spare space, securing long-term maintenance funding beyond the 2023–2025 EU-co-financed window, and building sustained citizen engagement — so durability past the current funding cycle is not yet demonstrated.
