Description

On 31 May 2026, Azerbaijan's Ministry of Science and Education and Ministry of Digital Development and Transport signed a memorandum of understanding with OpenAI to build an AI-based adaptive learning platform within the national 'Digital School' programme, intended to serve more than 500,000 students. Built on OpenAI's API technology, the planned platform would provide diagnostic assessment of student knowledge, personalised in-class assignments, real-time AI tutoring, and performance dashboards for teachers, administrators and ministry officials, following a pilot-first rollout aligned with Azerbaijan's 2026-2028 digital development action plan.
On a visit to New York in September 2026, Minister Emin Amrullayev and OpenAI Vice President for Education Leah Belsky signed a follow-up three-year MoU expanding the cooperation to include teacher training on AI use and the joint development of a ministry learning-management system for mathematics, science and reading built on OpenAI models, alongside stated commitments to teacher oversight, curriculum alignment and data-protection principles.
Both agreements are announced commitments rather than completed deployments: no pilot outcomes, learning-effectiveness data or independent data-governance audit have been published as of September 2026, so the platform's actual impact on teaching or learning cannot yet be assessed.
