Description

The subak is a cooperative irrigation institution unique to Bali, first recorded in the 11th century and organised around water temples where farmer congregations of roughly 40-500 households jointly decide planting schedules and water allocation under the Tri Hita Karana philosophy of balance between the spiritual, human and natural worlds. In 2012 UNESCO inscribed the "Cultural Landscape of Bali Province: the Subak System as a Manifestation of the Tri Hita Karana Philosophy" as a World Heritage Site, protecting roughly 19,500 hectares of terraced rice landscape (plus an approximately 1,450-hectare buffer zone) out of roughly 1,200-1,559 subak organisations historically managing far more land across the island.

The system's ecological logic was documented by anthropologist J. Stephen Lansing: when Indonesia's Green Revolution centrally imposed continuous, unsynchronised planting in the 1970s-80s to maximise output, it broke the subaks' traditional pest-starving fallow synchronisation and pest losses of up to 50% resulted, before water-temple-coordinated scheduling was restored in 1988. More recent, smaller-scale trials — such as a methane-reduction pilot in Bena village reporting an 85% cut in paddy methane emissions alongside a 20% yield increase under modified water management — point to further mitigation potential, though this is a single-village result, not yet a subak-wide finding.

As an important caveat, the subak system today operates under serious strain: Bali's tourism industry now consumes an estimated 65% of the island's fresh water and has been linked to roughly a 60% drop in the water table in some areas, while agricultural land is being converted to hotels and villas at a documented rate of around 1,000 hectares per year island-wide (with Denpasar's own subak-irrigated area falling from roughly 5,753 hectares in 1993 to about 2,444 hectares by 2018). Farmers growing rice conventionally earn as little as US$1.50 a day, which drives some subaks toward selling land rather than passing it on, so UNESCO listing has conferred cultural recognition and tourism revenue but has not on its own reversed the underlying economic pressure on the system it protects.
