Description

In 2018 Barcelona introduced a requirement that new developments and major renovations above 600 m² reserve 30% for social housing (VPO), aiming for roughly 330–400 affordable homes a year (figures vary by source).
A moratorium in 2019 and 2020 allowed approvals without the reserve, so it effectively operated from 2021 (IDRA study, as cited by Ara). Barcelona City Council data reported by Ara show 156 of 1,650 planned homes (about 10%) built after five years. An expert noted that construction takes 3–5 years, so effects lag.
Spanish Property Insight, a property-industry outlet and a partisan source, reports a sharp fall in planning applications and new-build activity after the rule; these figures use different definitions (licences, starts, completions) and attribute causation to the quota without a controlled evaluation.
In September 2023 the council approved a proposal to replace the fixed 30% with a more flexible formula based on district housing situation, location and density. Mayor Jaume Collboni said the quota 'has not delivered the promised results'.
Lesson: mandatory inclusionary quotas interact with market viability, timing and transition rules; delivery should be tracked in completions, not approvals.
