Bavaria has paid farmers through KULAP and VNP since 1988 to manage land for biodiversity — VNP area grew from 90,000 to 164,000+ hectares (2018-2023) — but peer-reviewed research on Bavarian dairy farms found no clear environmental efficiency gain from participation.
Bavaria runs two linked, EU CAP-co-financed state payment schemes for farmers. The Kulturlandschaftsprogramm (KULAP), administered by the Bavarian State Ministry of Food, Agriculture and Forestry (StMELF), has operated since 1988 and was redesigned for the 2023-2027 CAP Strategic Plan period. The Vertragsnaturschutzprogramm (VNP), administered by the Bavarian State Ministry for the Environment and Consumer Protection (StMUV) and the state nature conservation administration, implements Natura 2000 and the Bavarian Biodiversity Strategy. Both are co-financed by Bavaria, Germany's federal government (GAK) and the EU's EAFRD fund.
In 2023, KULAP paid €246.58 million to 55,821 farms (an average of about €4,417 per farm), with a planned budget of roughly €321 million per year for 2026-2027. VNP's contracted area grew from about 90,000 hectares in 2018 to more than 164,000 hectares in 2023, across roughly 28,000-29,000 farms, at a cost of about €90 million per year; the number of supported orchard-meadow trees rose from about 54,000 to about 150,000 over the same period. Bavaria's stated target is 200,000 hectares under VNP.
Payments are area-based and verified annually through Germany's InVeKoS land-use and livestock declarations, cross-checked with Sentinel satellite crop-type recognition, on-site inspections and georeferenced photographs.
A 2023 peer-reviewed study of Bavarian dairy farms (Ait Sidhoum, Mennig & Sauer, European Review of Agricultural Economics) found that agri-environment scheme participation did not improve economic efficiency and did not clearly stimulate environmental efficiency gains. A separate 2023 survey of 825 farmers and 118 nature managers (Zindler et al., Environmental Management) found demand for less bureaucracy and unease among farmers about outcome-based payment uncertainty. Bavaria's own claims of rising red-list species numbers on VNP land are self-reported by the ministry rather than independently audited.
