USAID's Business Excellence for Sustainability and Transparency (BEST) programme, launched in December 2019 with Mongolian NGO Development Solutions as implementing partner and roughly US$15 million in funding, aimed to widen Mongolian SMEs' access to finance and strengthen transparency practices.
Over five years, more than 5,000 businesses secured over $90 million in loans and the programme contributed to over 4,000 new jobs, with women-led businesses receiving more than half of all loan funding and a rural small-grants window disbursing $500,000 to 176 start-ups; the programme formally closed out in October 2024, ending direct USAID funding.
