Description

The Boston Women's Workforce Council runs the 100% Talent Compact, under which employers pledge to examine their pay data and practices and to close gender and racial wage gaps. Signers submit employee-level data, analysed on a secure multi-party-computation platform built by Boston University's Software & Application Innovation Lab, so individual employer data stays private.
The 2023 report covered 103 employers and 165,000 full-time employees. It found the Greater Boston gender wage gap fell 30%, from 30 cents to 21 cents, the first measured progress since reporting began in 2016; women's salaries rose 6% over 2021–2023, with more women reaching C-suite and management roles.
Caveats: including performance pay the gap widens to about 30 cents, men earn over three times more in performance compensation, and the racial/ethnic gap in base pay widened by 3 cents to 27 cents. A 2022 Boston Globe analysis also noted the statewide gap did not narrow after the 2016 Massachusetts Equal Pay Act, so voluntary measurement complements rather than replaces legal duties.
