Context

In December 2003 Norway amended the Public Limited Liability Companies Act to require at least 40% representation of each gender on the boards of all publicly listed (ASA) companies, with full compliance enforced — through daily fines and potential dissolution — from 1 January 2008.

Results

Women's share of ASA board seats rose from under 10% (2002) to over 40% by 2008–2009, and more than 80% of ASA companies complied by the 2008 deadline. As the world's first mandatory board gender quota, it inspired 20+ national laws and EU Directive 2022/2381 on gender balance on corporate boards.
