Brainport Eindhoven emerged from a 1995 crisis-response alliance between Eindhoven's mayor, the regional Chamber of Commerce and Eindhoven University of Technology (TU/e), formed after Philips cut roughly 8,000 regional jobs and truck-maker DAF went bankrupt in 1993. The 'Brainport' name was coined in 1996. Formal governance developed in stages — the Brainport Foundation (2005) and Brainport Operations BV (2006) merged in 2010 with the older Regional Economic Service Eindhoven into Brainport Development NV, an economic-development agency owned by 21 municipalities that still coordinates the region's innovation agenda today, alongside anchor institutions ASML, Philips, NXP, DAF, VDL, TU/e and the High Tech Campus Eindhoven (the former Philips 'NatLab' research site).
By the European Commission's 2025 case-study figures, the Brainport region generates around EUR 3 billion a year in private R&D spending, contributes up to 36% of the Netherlands' national high-tech exports, and hosts more than 5,000 technology and IT companies; manufacturing there accounts for 11.3% of Dutch gross value added. The High Tech Campus Eindhoven alone hosted about 300 companies and institutions and 12,000 workers as of late 2024. The region was named 'Intelligent Community of the Year' by the Intelligent Community Forum in 2011, and a widely cited 2013 analysis of OECD patent data found Eindhoven had the highest patent-filing rate per capita of any city in the world.
The European Commission's own case study flags real strain behind the growth: the region needs roughly 71,200 additional high-tech workers by 2032, of which only about 17,500 can be filled from mainstream education, and two-thirds of surveyed residents cite the regional housing shortage as a major concern. Regional press reporting from late 2025 also notes the Brainport economy's dependence on a single dominant firm, ASML, is increasing rather than diversifying away, a concentration risk given the volatility of the semiconductor-equipment cycle — echoing the earlier era when Philips alone accounted for nearly half of regional employment.
