Børge — Denmark's AI writing assistant for the borger.dk citizen portal's editors

borger.dk is Denmark's national citizen portal, with roughly 1,200 content pages maintained by editors from about 40 different public authorities. After Digitaliseringsstyrelsen (the Danish Agency for Digital Government) introduced a stricter plain-language writing guide in September 2023, keeping that content compliant became a heavy editorial burden — the problem Børge, launched in February 2025, was built to ease.

To help editors rewrite content to comply with borger.dk's plain-language writing guide while keeping a human in the loop for review and approval.

Børge is built on Anthropic's Claude 3.5 Sonnet (since upgraded to Claude Sonnet 4.5) combined with a custom prompt encoding the writing guide. It suggests rewrites that editors review and approve before publishing, and is restricted to public, non-sensitive content. Digitaliseringsstyrelsen has publicly published the underlying prompt to support knowledge-sharing across the Danish public sector.

Nine structured user tests with editors found Børge functioned as a genuinely useful 'helping hand in a busy workday,' comparable to sparring with an experienced colleague, especially for authorities managing many pages. No quantitative output-quality or time-saved metrics have yet been published.

The tool's scope remains bounded to this one national portal rather than generalised across other government writing tasks.
