Buenos Aires Distrito Tecnológico (Parque Patricios)

Enacted under Law 2972 on 4 December 2008 by the Government of the Autonomous City of Buenos Aires (GCBA), the Distrito Tecnológico designated a 200-hectare zone in Parque Patricios — a historically working-class southern neighbourhood — as a preferential location for information and communication technology (ICT) companies.

The policy instrument combines: 100% exemption from gross income tax, stamp duty, municipal property tax (ABL), and lighting and construction permit fees until 2035; subsidised public Wi-Fi and transport improvements; purpose-built public spaces and urban upgrading; and a dedicated agency to assist companies with relocation.

By March 2024 (15th anniversary), 400–450+ ICT companies had established operations in the district, employing 23,000+ people directly. Investment attracted since 2008 exceeded USD $500 million, and 310,000 m² of purpose-built office space had been constructed (Infobae, February 2024; El Cronista, March 2024). Notable tenants include Accenture, Deloitte, Huawei, Mercado Libre, and Despegar. The GCBA open data registry was last updated 18 June 2026, confirming 450+ active company registrations.

The district represents deliberate urban regeneration: Parque Patricios was historically neglected relative to Buenos Aires' northern suburbs. The model proved durable across multiple political administrations and economic crises. A Distrito IA (AI District) was announced in March 2026. The Union of Ibero-American Capital Cities (UCCI) listed the practice in November 2024 as a reference model for other member cities.
