Buenos Aires' 200-hectare tech district in Parque Patricios, created by Law 2972 (Dec 2008). Tax exemptions until 2035 attracted 400+ ICT companies and 23,000+ direct jobs. Over USD $500M invested since inception; 310,000 m² of purpose-built office space.
Enacted under Law 2972 on 4 December 2008 by the Government of the Autonomous City of Buenos Aires, the Distrito Tecnologico designated a 200-hectare zone in Parque Patricios, a historically working-class southern neighbourhood, as a preferential location for ICT companies.
The policy combines full exemption from gross income tax, stamp duty, municipal property tax and permit fees until 2035 with subsidised public Wi-Fi, transport improvements, urban upgrading, and a dedicated agency that helps companies relocate into the district.
By its 15th anniversary in March 2024, 400-450+ ICT companies including Accenture, Deloitte, Huawei, Mercado Libre and Despegar had located in the district, employing over 23,000 people directly, with more than US$500 million invested since 2008 and 310,000 m² of purpose-built office space built.
The model has proved durable across multiple political administrations and economic crises, was listed by the Union of Ibero-American Capital Cities in November 2024 as a reference model for other member cities, and a complementary 'Distrito IA' (AI District) was announced in March 2026.
