Context

In 2004, Brazil's national water agency (Agência Nacional de Águas, ANA) designed the Water Producer Programme (Produtor de Água) — the country's first scheme channeling statutory watershed-committee water-use charges into payments for forest restoration. The Cantareira pilot operated in the Nazaré Paulista and Joanópolis catchments of the PCJ basin, part of the system supplying about 15 million residents across the São Paulo and Campinas metropolitan regions.

Objectives

Establish a replicable payments-for-ecosystem-services (PES) model that finances watershed restoration — riparian forest restoration, soil conservation and forest conservation — by paying rural landowners to protect water-supply catchments.

Activities

Between 2008 and 2015, 41 PES contracts were signed with landowners across 125 rural properties (about 2,898 ha), paying US$6.25–US$31.25 per hectare per year for riparian forest restoration, soil conservation and forest conservation practices.

Results

The programme delivered 342.4 hectares under contract — about 39% of its original target — comprising 64.2 ha of riparian forest restoration, 90.8 ha of soil conservation and 187.4 ha of forest conservation. About US$49,250 (roughly 50%) of budgeted landowner payments was disbursed, and overhead spending was roughly 12 times higher than the PES payments themselves. Separate modeling by WRI/TNC estimated that restoring 4,000 hectares could reduce sediment loads by about 36%, with a modeled 28% return on investment for the water utility SABESP.

Conclusions

The pilot's modest contracted area relative to its target and its high overhead-to-payment ratio are limitations documented in the peer-reviewed literature; despite these constraints, the PES model has since been replicated by dozens of Brazilian municipalities.
