Caribbean Digital Transformation Project (CARDTP) — Dominica

The Caribbean Digital Transformation Project (CARDTP), the World Bank's first financing for the digital economy in the Caribbean, was approved in 2020 as a $94M regional project split across Dominica ($28M), Grenada ($8M), Saint Lucia ($20M), Saint Vincent and the Grenadines ($30M) and the OECS Commission ($8M). It targets five pillars of the digital economy: infrastructure, platforms, financial services, skills, and businesses.
In Dominica specifically, the project financed fibre connectivity to government offices, schools and health centres (via a partnership with Digicel), primary and secondary government data centres, a digital ID and civil registry system, and an e-Services Portal (eservices.gov.dm) offering more than 90 government services online, including birth/death/marriage certificates, passports and business permits. A Digital Skills Training component is also included, intended to build workforce-ready digital skills.
Per the World Bank's own 2025 implementation status report, 12 digital government functions/services in Dominica are running on the shared services platform, and a national CERT (cybersecurity incident response team) has been established regionally in Grenada. The project was launched in November 2020 with a target completion date of 2025.
Caveat: this is a shared regional project, and Dominica-specific citizen-level outcome data (numbers trained under the Digital Skills component, digital-ID enrolment) was not found in public reporting as of mid-2026 — those components appear designed and funded rather than yet measured. The World Bank's own 2025 status report flags the need to 'accelerate implementation' of digital-skills and data-protection/cybersecurity work.
