CEPLAN's National Foresight Observatory — Peru's AI-Assisted Strategic Foresight Platform

Peru's Centro Nacional de Planeamiento Estratégico (CEPLAN), through its Dirección Nacional de Prospectiva y Estudios Estratégicos, runs the Observatorio Nacional de Prospectiva (National Foresight Observatory), a public platform of technical briefs on megatrends, risks, opportunities, future events and scenarios intended to inform national strategic planning. According to the OECD's case-study data, the platform holds around 2,303 content entries — including 665 trend entries, 497 risk entries, 402 opportunity entries and 214 publications — and has logged 322,936 total user logins and 1,214,314 page views, with annual visits rising from 1,087 in 2022 to 3,327 in 2024 and logins from 98 to 885 over the same period. The OECD notes that roughly half of the operators in Peru's National Strategic Planning System (SINAPLAN) use the Observatory.
In a press release dated 19 March 2026, CEPLAN said it has begun using artificial intelligence to help produce the Observatory's technical briefs, speeding up the organisation, synthesis and review of content, and using AI-assisted coding in Stata, Python and R to accelerate quantitative analysis; automated alerts also feed the technical team daily updates for continuous monitoring. CEPLAN states explicitly that AI does not replace human judgement: all AI-generated or AI-assisted content passes through review and validation by its technical team before publication. The Observatory has separately been recognised by the OECD's Observatory of Public Sector Innovation (OPSI) as a global public-innovation case.
CEPLAN has not published a quantified figure for how much time or cost its AI use saves, nor any error-rate or bias assessment of the AI-assisted drafting process — the public record documents that AI is used and that human review is mandatory, but not how the AI performs on its own. The AI use described here is generative/assistive content production and code assistance rather than a predictive or simulation model, a narrower scope than the platform's foresight branding might suggest.
