Since 2004, Singapore's RAHS platform and its Centre for Strategic Futures have used agent-based modelling, Bayesian networks and data analytics to scan for emerging risks and build policy scenarios government-wide — one of the longest-running foresight systems in any government.
RAHS (Risk Assessment and Horizon Scanning) is a shared computational platform built by Singapore's government in 2004 so analysts across agencies could collaborate on modelling, scenario generation and structured analysis of emerging risks instead of working in agency silos. In 2009 the government established the Centre for Strategic Futures (CSF), reporting to the Prime Minister's Office, to develop the methodology now known as 'Scenario Planning Plus' (SP+).
Techniques used include agent-based modelling, Bayesian networks and large-scale data analytics to stress-test how emerging trends might unfold.
CSF published a fifteenth-anniversary retrospective in 2024 confirming the unit and its foresight practice are still operating. The OECD's Observatory of Public Sector Innovation has featured Singapore's foresight practice as an international case study, and Canada's IRPP Policy Options magazine has analysed RAHS/CSF as a reference model for government foresight.
Because RAHS/CSF work is tied to national security risk-scanning, most models, scenario outputs and accuracy assessments are not public; institutional durability and international recognition are well documented, but outcome evidence is inherently limited by classification.
