Context

The China-Singapore Guangzhou Knowledge City (GKC) is a government-to-government development, launched in 2010 as the third such bilateral project after Suzhou Industrial Park and Tianjin Eco-city, targeting a 232 km2 planning area with 123 km2 designated for development in Guangzhou's Huangpu district. It is intended to run through 2035.

Objectives

To build a knowledge-and-innovation-led alternative to China's earlier manufacturing-led development zones.

Activities

The Sino-Singapore International Joint Research Institute was established in 2015. Bilateral government commitment has continued through joint councils; the 18th China-Singapore Joint Council for Bilateral Cooperation (November 2022) signed a memorandum to expand Singapore company participation, and in June 2022 the China-Singapore Smart Park opened within GKC.

Results

By 2023, GKC's own reporting put the resident population above 130,000, with more than 400 enterprises, 1,300 high-level talents, over 4,000 postgraduate students and more than 30,000 university students on site; growth rates in permanent population, workforce and student population each exceeded 50% since inception. Reported research output includes 40 patent applications, 44 commercialized new products or processes, and 88 published papers; more than 45 industrialization projects have been catalyzed. By end-2024, GKC reported over 100 Singapore-invested enterprises and cumulative utilized foreign capital exceeding $12.5 billion. In 2023 GKC was approved as Guangzhou's fourth comprehensive bonded zone.
