CITE Network — Peru's Technology-Extension Centres for SMEs

Peru's Instituto Tecnológico de la Producción (ITP), under the Ministry of Production, runs the CITE network (Centros de Innovación Productiva y Transferencia Tecnológica), providing technology-extension services — testing, technical assistance, applied R&D and training — to small and mid-sized producers in agroindustry, fishing and aquaculture, leather and footwear, timber-forestry and textile-camelid sectors, with regional governments as co-implementing partners.

The network began with 3 seed centres between 2012 and 2016 and has grown to 48 CITEs (25 public, 23 private) spread across Peru's national territory, delivering testing, technical assistance, applied R&D and training to producers.

Over the past decade the network reportedly delivered roughly 665,000 technological services to more than 100,000 companies and entrepreneurs. A sector-specific example cited by government sources is a 70% increase in aquaculture production in the San Martín region following CITE technical assistance. An academic study registered in Peru's CONCYTEC/ALICIA repository attempts a more rigorous econometric assessment of productivity effects using endogenous treatment assignment, but its authors frame it as exploratory.

Headline service and beneficiary counts are self-reported by the implementing ministry rather than independently audited, and the academic evaluation is explicitly exploratory rather than definitive — so productivity claims beyond the specific San Martín example should be treated as suggestive, not conclusive.
