Croatia Digital Nomad Residence Permit

Croatia's Ministry of the Interior (MUP) grants non-EU remote workers a temporary residence permit to live in Croatia while working for employers or clients based abroad. Introduced under the amended Aliens Act in January 2021, Croatia was among the first EU/Schengen states to formalise a dedicated digital-nomad status, and in March 2025 extended the maximum stay from 18 to 36 months (an initial 18-month permit plus one 18-month renewal).

MUP's own figures show real but uneven uptake: between January and September 2024 the ministry received 824 applications but approved only 342 (about 41.5%), with 629 nomads holding valid permits at the end of that period. Russian and Ukrainian nationals have dominated applications since 2022, reflecting displacement from the war rather than pure lifestyle migration. Independent reporting (Savory & Partners, citing MUP data) confirms the same approval-rate figures, while on-the-ground accounts describe inconsistent document requests and processing delays at individual police stations.

Why it matters: Croatia shows both sides of a nomad-visa policy — a durable, renewed legal framework (now good for up to 3 years) attracting steady four-figure annual application volumes, and a persistently low approval rate that signals implementation friction the government has not yet resolved.
