Daedeok Innopolis — Korea's Flagship Technology-Transfer Zone

Daedeok Innopolis is a government-designated Special Research and Development Zone in the Yuseong district of Daejeon, South Korea. Its roots trace to a 1973 plan for a 'Daedeok Research Academy City'; it was formally designated an 'Innopolis' special zone in July 2005 and marked its 50th anniversary in 2023. It is managed by the Korea Innovation Foundation (also styled 'Innopolis Foundation' in English-language press), a public body established under Korea's Special Act on the Promotion of Special Research and Development Zones.
The zone clusters public research institutes — including KAIST, ETRI, KRICT and KIST — with universities and companies, and operates specific legal and financial instruments for knowledge transfer: a 'Research-based Spin-off Company' category giving tax and property-tax incentives to firms founded to commercialise public-institute technology, one-stop 'Tech Biz Centers' for commercialisation support, an INNOPOLIS regulatory sandbox, and dedicated seed/angel investment funds.
Per the Foundation's 2024 brochure (citing its 2022 Statistical Survey Report), Daedeok Innopolis hosted 2,454 resident institutions with 91,886 personnel (including 17,604 PhD-level researchers), corporate sales of KRW 25,080 billion, a cumulative 83,930 domestic and 35,753 international patents, and 2,015 technology-transfer cases. In June 2026, the Foundation's chairman told an OECD innovation-policy forum in Paris that four of the ten largest companies by market capitalisation on Korea's KOSDAQ exchange are based in the Daedeok zone.
Some cited achievement figures — including counts of new research-based spin-off companies, technology-transfer deals and jobs for 2021–2023 — are reported at the level of Korea's five INNOPOLIS zones combined (Daedeok, Gwangju, Daegu, Busan and Jeonbuk), not Daedeok alone, and should not be read as Daedeok-specific. Core statistics also rely on a single government survey reprinted across recent years rather than continuous independent audit.
