Context

Diia.Education is Ukraine's national digital-skills and credentialing platform, run by the Ministry of Digital Transformation with the East Europe Foundation as implementing partner. Launched in 2020 and relaunched in 2023, it offers more than 230 free short courses on digital skills, cybersecurity and AI, delivered online and through a network of physical hubs.

Objectives

The platform aims to close national digital-skills gaps and, since 2025, to personalise learning pathways using AI, shifting the credentialing pathway from a static course list toward an AI-selected sequence.

Activities

Completers earn certificates, some carrying ECTS credit. In 2025, with a $2 million Google.org grant, the platform began adding an 'AI Navigator' that recommends personalised learning tracks and an 'AI Assistant' that tutors learners through course material.

Results

The government reports over 2.7 million registered users and more than 4.5 million certificates issued, alongside a national fall in digital-skills gaps from 15% of adults lacking basic digital skills in 2019 to 7% in 2023. All quantitative claims trace back to the Ukrainian government itself, and no independent academic or third-party evaluation of the AI Navigator/Assistant's effectiveness has yet been published, since the features only launched in 2025.

Conclusions

Diia.Education demonstrates sustained multi-year national operation and scale, but the causal contribution of its new AI-driven features to learning outcomes remains unverified by independent evaluation.

Implementation

Indicative cost
High (€500k–€5M) — Multi-year national platform funded by the Ukrainian government with a $2 million Google.org grant specifically for the 2025 AI Navigator/Assistant features.
Time to results
Long (> 3 years) — Launched 2020, relaunched 2023; AI features added in 2025 and still expanding, with no completion date specified.
