Blended digital-literacy training for 150 frontline immunization officers across 96 health centres in Sierra Leone raised computer-literacy proficiency from 9% to 81% and troubleshooting skills from 18% to 74% (p<0.001), enabling adoption of an electronic vaccine stock tool.
Sierra Leone's Ministry of Health, with GIZ, UNICEF and WHO (Digital Centre of Excellence), ran the Digital Innovation in Pandemic Control (DIPC) project to introduce an electronic vaccine Stock Management Tool (eSMT) across 96 Comprehensive Health Centres in four districts; a Training Needs Analysis found frontline immunization officers lacked baseline computer skills, prompting a blended digital-literacy programme for 150 officers between 2023 and 2024.
Pre/post 30-question assessments found 'high/very high understanding' of computer literacy rose from 9.3% to 80.8% and of troubleshooting from 17.6% to 73.8%; mean scores improved from 3.1 to 4.9 and 3.6 to 4.8 (out of 5), both statistically significant (t=-47.10 and t=-24.32, p<0.001, Cohen's d 2.1 and 1.3), with 95% trainee satisfaction. A follow-up with 71 officers found only 57.7% felt 'very confident' using the tool independently after coaching, below the 82.8% baseline self-rated confidence.
