Freetown's Moptax Reform: GIS-Based Property Valuation for a Fivefold Tax Gain shows that Freetown City Council replaced ad hoc property valuation with GIS mapping, a points-based formula and the Moptax digital platform, doubling the tax register from under 55,000 to 110,000 properties. The reform lifted revenue potential fivefold while cutting tax bills for the poorest quintile in half. The council partnered with the International Centre for Tax and Development, the International Growth Centre, and the Local Government Revenue Initiative to implement this system based on satellite imagery and GIS mapping from 2020 onwards.
