Panama's Health Ministry launched Dr. R.O.S.A., a WhatsApp/phone AI chatbot that screened citizens for COVID-19 symptoms and logged 10,000 consultations in its first 72 hours — then quietly shut down its WhatsApp channel two years later with no published performance data since.
In March 2020, Panama's Ministry of Health (MINSA) launched Dr. R.O.S.A. (Respuesta Operativa de Salud Automática), an AI-based virtual assistant reachable via WhatsApp (69972539) and a dedicated phone line (169). Built around WHO symptom-screening protocols, it asked citizens a structured set of questions about possible COVID-19 symptoms and exposure, then routed them to home-care guidance, testing, or emergency dispatch as appropriate. A companion bot, Dr. N.I.C.O., separately handled negative-test notifications.
The tool saw genuine early demand: the Pan American Health Organization (PAHO/WHO) reported 10,000 total consultations within the assistant's first 72 hours of operation — about 8,800 via WhatsApp and 1,200 by phone — describing it as one of the region's first AI tools deployed for pandemic response.
Two years later, MINSA formally announced that Dr. R.O.S.A.'s WhatsApp channel would be suspended, effective June 22, 2022. The government's own notice gave no explanation for the decision, and this research found no data confirming continued meaningful use on the service's other channels (Facebook Messenger, Twitter/X, Telegram) mentioned at various points in coverage.
