A World Bank/SECO-funded programme piloted city-specific digital governance tools in Da Nang, cutting a public-asset monitoring cycle from 34 to 11 hours and construction-permit approval from 10 to 3.75 days, with benefits estimated at 8x the pilot's cost.
DT4PAG (Disruptive Technologies for Public Asset Governance) is a three-year, US$3 million programme funded by Switzerland's State Secretariat for Economic Affairs (SECO) and administered through the World Bank's Financial Management Umbrella Program. Rather than a generic smart-city rollout, it used a "People-Process-Technology" approach to co-design a distinct digital tool with each of three Vietnamese cities around a specific operational bottleneck: Da Nang built a Public Buildings Management System (PBMS) tracking over 5,000 municipal buildings, plus a Spatial Integrated Management Platform (SIMP) for GIS-based construction-permit review piloted in Hai Chau Ward; Ho Chi Minh City built a flood-exposure reporting and decision-support platform; Hue built an integrated planning/zoning platform. A capacity-building arm, the Digital Governance Academy at Fulbright University Vietnam, trained officials alongside the technical rollout.
In Da Nang, the PBMS cut a full asset-monitoring cycle from 34 hours to 11 hours (a 68% reduction) and is projected to help recover more than VND 1 trillion (~US$40 million) annually in underused or improperly rented public-asset value. SIMP cut construction-permit approval in the pilot ward from 10 days to 3.75 days, with a cost-benefit analysis estimating benefits at roughly eight times the investment cost. The platforms moved from design to formal launch in June 2026.
These figures come from World Bank and government project communications rather than an independent third-party audit, and the projected annual savings are estimates rather than realised multi-year totals. Hue's platform has no quantitative results reported yet, and as a very recently launched initiative, DT4PAG's durability and scaling beyond the initial pilot wards remain unproven.
