The Smart City Wien Framework Strategy, first launched in 2011 and adopted by Vienna's City Council in 2014, is the legally-binding basis for the city's long-term development. It unites three headline goals - radical conservation of resources, high quality of life, and social inclusion - using innovation and digitalisation as key instruments.
The 2019 revision added 'digitalisation' and 'participation' as thematic fields and aligned the strategy with the UN 2030 Agenda; carbon neutrality by 2040 has since been enshrined in the city government agreement.
Targets include cutting per-capita transport CO2 emissions by 50% by 2030 and 100% by 2040, with progress tracked through a public monitoring framework. Vienna has been repeatedly ranked the world's most liveable city by Mercer and the Economist Intelligence Unit.
The strategy is presented as a durable, measurable governance frame that keeps social inclusion central to the smart-city agenda, and is described as a widely-referenced model for other cities.
