Context

E-Mongolia launched on 1 October 2020 under the Ministry of Digital Development, Innovation and Communications (MDDIC), initially offering 181 government services from 25 agencies; by mid-2024 it consolidated 1,263 services from 87 government entities into a single web and mobile portal covering civil documentation, passports, business registration, health insurance, tax records and real-time alerts.

Activities

E-Mongolia 4.0, released 7 May 2024, introduced AI-powered voice-based service search and smart service recommendations that proactively suggest relevant services based on citizen profiles. A parallel pilot, AI Tuslakh, developed with UN PAGE support, deploys an AI assistant to help government planners define data-driven key performance indicators, measurement units, baselines and data sources aligned with national priorities.

Results

By 2025 the platform had reached 1.8 million active users (approximately 88% of Mongolia's adult population) and processed 46 million cumulative service transactions. Independent analysis found annual citizen savings of USD 30 million, a reduction of 3,581 aggregate waiting hours per year, and a 20-30% fall in corruption complaints related to document services. UNDP supports Mongolia's National AI Readiness Strategy and ADB has provided technical assistance; Mongolia ranked 98th globally in the Government AI Readiness Index.
