Context
Long-term unemployment hinders economic growth, and even established jobs increasingly require new digital skills. Educational qualifications and adequate digital skills remain among the best tools against unemployment, particularly for low-skilled unemployed adults, with a focus on women.
Objectives
Promote digital literacy and fight skills mismatches/unemployment among low-skilled unemployed adults (with a focus on women) via a multi-assessed e-tool; define benchmarks and indicators for a Digital Competence Framework used to recognise skills and achievements.
Activities
Launched the online/in-house 'e-SKILLS4ALL-SUPPORT-HUBS' service and the eSKILLS4ALL NETWORK connecting organisations, agencies and public services offering employment guidance. Developed an online course across 5 modules (Problem Solving; Digital Content Creation; Communication and Collaboration; Safety; Information and Data Literacy). Implemented, evaluated and validated a digital UP-SKILLING Programme with 15 low-skilled adults (including unemployed adults and refugees) from each partner country: CIVIC, ADR, AWT, CiivisPlus, Emphasys and WIDE.
Results
The pilot upskilling programme was implemented, evaluated and revised with 15 participants per partner country before wider National and EU-level rollout; attributes record 100 people reached overall.
