Context
Skopje regularly ranks among Europe's most polluted capitals: in 2018 measured particulate levels reached about 40 ug/m3, roughly 60% above the EU air-quality guideline, driven largely by inefficient heating and coal-dependent electricity. The EU funded a EUR10 million programme, EU4CleanAir, implemented by UNOPS in Skopje, Bitola, Kumanovo and Tetovo.
Activities
UNOPS ran environmental-education workshops for pupils who then planted trees in their own schoolyards, delivering over 6,200 trees across the four cities. In parallel, the programme replaced inefficient heating systems in 70 public buildings and deployed six EURO 6-standard, low-emission buses on major Skopje routes.
Results
The heating retrofits cut PM1 and PM2.5 emissions from those buildings by up to 99% and reduced heating costs by about 30%. Each new low-emission bus was expected to cut toxic particulate emissions by more than 90% versus the vehicles it replaced and save the operator roughly EUR20,000 a year.
Conclusions
The programme's own reporting is strongest on the heating and transport retrofits, where before/after emissions and cost figures are documented; the tree-planting component's air-quality or carbon contribution is not separately quantified, so its benefit should be read as a plausible but not yet independently measured co-benefit.
