Description

Ethiopia's National ID Programme (NIDP), established in 2022 under the Ministry of Innovation and Technology, is developing a biometrically verified digital identity system — branded Fayda — for Ethiopia's 120+ million residents. The AI component centres on TECH5's patented multi-biometric matching engine, enabling automated identity verification using fingerprints, iris scans, and facial photographs. The system is designed to provide a single trusted identity underpinning access to public services, financial inclusion, and social protection transfers.

By October 2024, Fayda had issued 8.8 million digital IDs and completed 3.2 million authentications, with 32 government agencies integrated into the platform; integration had expanded to 55 institutions by mid-2025. Ethiopia advanced 10 places in the 2024 UN E-Government Development Survey (EGDI), with the digital ID infrastructure cited as a contributing factor. The programme is underpinned by a $350 million World Bank 'Digital ID for Inclusion and Services' project and targets enrolment of 90 million people by 2027–2030.

Civil society and international observers have flagged data protection risks: Ethiopia lacks a comprehensive data protection law, and TECH5's proprietary biometric algorithms are not independently auditable. The World Bank's operational safeguards and fiduciary review provide partial accountability, but independent evaluation of the AI's accuracy, error rates by demographic group, and governance of data sharing across agencies has not been publicly released.
