Description

Foggara are gently sloping underground galleries, tens to thousands of metres long, that intercept shallow groundwater and carry it by gravity — without pumps or external energy — to surface distribution points feeding oasis gardens. In the Touat, Gourara and Tidikelt regions around Adrar in the Algerian Sahara, foggara have sustained date-palm oasis agriculture for centuries. Governance rests with local foggara-owning families, organised through village djemaâ councils, with disputes historically arbitrated by religious zawiya — a durable, self-organised common-pool-resource institution rather than a state programme.

A field survey conducted 2010-2016 (published 2021 in the International Journal of the Commons) examined 18 foggaras across 13 oases and situated them within the wider regional inventory: of roughly 2,000 foggaras historically recorded in Touat, Gourara and Tidikelt, 672 remained functional, delivering a combined perennial flow of about 1.8 m³/s. Despite this decline, the area irrigated by the traditional foggara-fed sector grew from 9,800 hectares in 1980 to 15,121 hectares in 2014, as communities adapted — including, as separately documented for Touat oases (Cahiers Agricultures/FAO Family Farming Knowledge Platform), by pumping groundwater to artificially recharge some galleries.

The system is under real strain: roughly two-thirds of historic foggaras have already gone dry as regional water tables fall, and pump-assisted recharge is itself a departure from the fully gravity-fed, energy-free original design, adding cost and reducing the practice's classic sustainability advantage. Its resilience so far rests on adaptive local institutions rather than external investment or formal monitoring, in contrast to Morocco's newer, internationally financed khettara programme.
