A $1bn World Bank/AIIB-backed climate programme is restoring 30 underground khettara water galleries and 150km of seguia canals across Morocco's oases, responding to a documented collapse from roughly 80 to just 19 active khettaras in the Tafilalet oasis alone.
Khettaras are ancient gravity-fed underground galleries — a form of qanat — that tap shallow aquifers and channel water for kilometres to oasis farmland without pumping. In the Tafilalet basin around Errachidia, some networks date to the late 14th century and once totalled roughly 300km of tunnels. Decades of groundwater overexploitation and modern motorised pumping have driven progressive desiccation: academic hydrogeological surveys record regional water tables falling 20-65 metres over 30 years, and the Tafilalet oasis now has only about 19 active khettaras left from a historical roughly 80, serving just 12 qsour (fortified villages).
Morocco's government, with the World Bank and the Asian Infrastructure Investment Bank, is now financing khettara and seguia restoration through the Morocco Climate Operation (Program-for-Results, World Bank project P178763, approved June 2023). The programme sets disbursement-linked results targeting the restoration of 30 khettaras and 150km of seguia surface-irrigation canals in vulnerable oasis ecosystems, aiming to secure roughly 6,000 hectares of irrigated land for about 3,000 beneficiary farmers. Financing totals close to $1 billion (World Bank $350m, AIIB $200m, Government of Morocco $450m), implemented via the Direction de l'Irrigation et de l'Aménagement de l'Espace Agricole with local Water User Associations, and scheduled to close in December 2029.
This is an active, in-progress programme: its restoration targets are financing triggers tied to verified results, not yet-confirmed outcomes. Earlier, smaller-scale government khettara rehabilitation in Tafilalet (2008-2011), focused mainly on cultural tourism, achieved only partial, rainfall-dependent revival — a reminder that khettara restoration in this basin has a mixed track record and depends on wider groundwater management, not infrastructure repair alone.
