Context

Reoffending costs the UK an estimated £18 billion a year, and education is one of the best-evidenced deterrents — but building course content for a large, linguistically diverse and constantly changing prison and probation population is slow and resource-intensive. Foreign-national prisoners in particular are often shut out of vocational qualifications that assume English fluency.

Objectives

GenAIE, built by NEC Digital Studio/Meganexus for HM Prison & Probation Service and the Ministry of Justice, aims to use generative AI to draft course content aligned to recognised qualifications in multiple languages, with every AI-generated item reviewed and approved by a human educator before publication.

Activities

The platform is delivered through the secure MegaNexus Community Campus already used across England and Wales' prison and probation estate. In a pilot with The Clink Charity, a nine-module NVQ Level 1 Hospitality & Catering course was translated into English, Romanian, Polish and Albanian.

Results

Platform-wide, GenAIE had gained more than 53,400 users and over 596,600 hours of logged learning by November 2024, having launched in December 2022. The Clink pilot achieved roughly 94% translation accuracy and a 96% reduction in development time compared with manual methods; 5 of 8 pilot learners went on to achieve the City & Guilds NVQ Level 1 qualification.

Conclusions

The Ministry of Justice has restricted publication of more detailed statistics for sensitivity reasons, so independent, causal evidence on reoffending or learning gains beyond usage counts and the small 8-learner pilot is not yet publicly available; results should be read as promising, early-stage and largely descriptive.
