Context

Gender-responsive budgeting (GRB) in Ukraine grew from a 2012 two-oblast pilot into a formal Sida-funded project (November 2013-December 2020, ~EUR7.2 million) implemented by NIRAS and CPM with Ukraine's Ministry of Finance, plus a parallel UN Women-led track supporting municipal implementation across 24 regional administrations.

Results

By project end, 1,075 budget programmes incorporated a gender perspective, up from 6 in 2017; 218 programmes were specifically analysed and improved; 35% of ministries submitted gender-informed budget requests by 2020; 34 budget-related regulations were made gender-responsive; and roughly 3,000 civil servants were trained. The Ministry of Finance formally approved gender-based budgeting guidelines in January 2019.

Conclusions

Sida commissioned an independent decentralised evaluation, published in 2023. Evaluation commentary references institutional resistance to gender mainstreaming among senior Ministry of Finance management at points during implementation, and the output figures come primarily from the implementer's own reporting rather than the evaluation report's text directly.
