Description

Georgia's Parliament adopted, in its third reading on 31 March 2026 (80 votes to 8), amendments to the Law on the Rights of Persons with Disabilities that create a binding accessibility obligation for websites and mobile applications. The obligation covers government administrative bodies and private entities operating in early/preschool, general, higher and vocational education; healthcare; state-funded social-protection programmes for persons with disabilities; insurance; banking and microfinance; utilities and internet services; and road, air, sea and rail passenger transport.
The technical standard is based on the WCAG four principles (Perceivable, Operable, Understandable, Robust) and is explicitly aligned with the EU's European Accessibility Act. Sites and apps published after 1 September 2027 must comply immediately; those published earlier are exempt only as long as they receive no further content updates after that date. The law frames non-compliance as a form of discrimination, though specific financial penalties are not yet codified, and a "proportional burden" clause allows exemptions for undue financial or administrative hardship.
Because the law was adopted in 2026 with a 2027 compliance deadline, there is no post-implementation evidence yet of how many sites have complied or what effect it has had on accessibility outcomes; this practice is evaluated as a strong governance commitment whose real-world impact remains to be measured.
