Description

Finland's Act on the Provision of Digital Services (306/2019) requires all public-sector websites and mobile applications to meet the accessibility requirements of the harmonised European standard EN 301 549, which incorporates and extends WCAG. The Finnish Transport and Communications Agency (Traficom), through its Digital Accessibility Supervision Unit, together with Regional State Administrative Agencies, enforces compliance: publishing statutory monitoring requirements and guidance and, where organisations fail to remedy documented violations, issuing binding enforcement orders that can carry fines.
The European Commission's 2024 eGovernment Benchmark, which independently tests national public digital services against automated accessibility criteria, placed Finland among the top-performing EU member states at roughly 77% compliance, well above the EU average and behind only a small handful of peers such as Norway. The result suggests that a dedicated statutory supervisor with enforcement powers — rather than accessibility left to voluntary self-declaration — is associated with materially higher accessibility outcomes than in member states relying on lighter-touch transposition of the EU Web Accessibility Directive.
