Context

In October 2025, Ghana's Ministry of Education, working with the Ghana Education Service (GES), the National Council for Curriculum and Assessment (NaCCA), the National Teaching Council (NTC), the National Schools Inspectorate Authority (NaSIA) and the Centre for National Distance Learning and Open Schooling (CENDLOS), announced AI-powered subject-specific apps for senior high schools, built with US-based ed-tech vendor Playlab AI.

Objectives

The apps were built to support teachers with lesson planning, classroom delivery and assessment while working online and offline, using Ghana's existing curriculum materials.

Activities

The pilot covers 712 senior high schools nationwide, with a target of supporting more than 68,000 teachers and reaching over 1.4 million learners. A nationwide training programme for 7,800 school-based facilitators ran in October 2025, followed by ongoing weekly Professional Learning Community (PLC) sessions in every pilot school. The apps underwent a four-phase testing process covering technical accuracy, educational quality, user experience and regional testing.

Results

The training reached all 7,800 planned facilitators in October 2025, with weekly PLC sessions now running in every pilot school. No independent learning-outcome or usage-completion data has been published for the pilot at time of writing.

Conclusions

The Ministry describes the initiative as 'locally led, ethically grounded and teacher-focused,' but Ghanaian AI developers Paul Azunre (Khaya AI/Ghana NLP) and George Boateng (Kwame AI) publicly questioned why no Ghanaian AI/EdTech company was contracted and reported that Playlab approached them informally about local-language translation without offering a contract, raising concerns about intellectual-property and language-data rights over Ghana's lower-resourced languages.
